Managing Director of the Niger Delta Development Commission (NDDC), Dr. Samuel Ogbuku, has reaffirmed the Commission’s commitment to transparency, accountability and institutional excellence, stressing that public procurement remains the foundation of responsible governance.
Speaking during a strategic procurement capacity-building session for members of the NDDC management and senior staff at the Galaxy La Palm Resort, Ogbuku urged directors and key officials to uphold due process and the highest standards of integrity in the execution of projects and management of public funds.
He noted that every project undertaken by the Commission and every public fund expended must be guided by the rule of law and strict adherence to procurement regulations.
Reflecting on the Commission’s past challenges, Ogbuku said the NDDC had chosen the path of reform rather than dwelling on previous setbacks. According to him, the Commission has strengthened its procurement processes by closing loopholes and introducing measures aimed at restoring public confidence.
He highlighted key reforms already implemented, including the digitisation of award letters with secure verification features, stricter documentation requirements and the transition to a fully digital e-procurement platform designed to reduce human error, improve transparency and curb corruption.
The NDDC boss described the Commission’s transformation agenda as a deliberate commitment to institutional reforms that align with Federal Government policies and international best practices.
He also challenged directors and senior staff to embrace continuous learning and maintain professionalism in their respective duties, emphasising that accountability is a collective responsibility.
Ogbuku urged officials to ensure that only properly vetted processes and proposals receive approval, noting that safeguarding the integrity of the Commission depends on the commitment of every officer.
He reiterated that the NDDC remains focused on delivering impactful development projects that address the genuine needs of people in the Niger Delta while ensuring prudent resource management and value for money.
Expressing optimism about the Commission’s future, Ogbuku said the NDDC’s journey has been defined by learning, reform and progress, adding that with sustained commitment from management and staff, the Commission’s most significant achievements are still ahead.
